In August 2025, we announced new requirements for Android developers to verify their identity and app ownership.
The requirements depend on whether a developer is an individual or an organization:
- Organizations are required to provide 2 different types of documentation for developer verification: organization registration documents and a government-issued photo ID from an authorized representative of the organization.
- In the event of a Government organization you may submit a document with your government’s letterhead as a form of proof if the above business documents are not available.
- Individuals may need to submit a government-issued photo ID and proof of address document.

The specific identity documents required will depend on your geographic location. To help you prepare and get started, a complete list of acceptable documents is below.
Acceptable documents by location

Registration documents:
- Certificate of Incorporation or Registration (For organizations accounted as Unit Trusts with corporate Trustees, a Deed of Incorporation may be provided to complete the verification requirement)

Only for government departments and agencies: an official letter including full name, address and date
Organizations may also provide their Australian Business Number (ABN).
Authorized representative’s government-issued photo ID:
- Passport
- Identification card
- Driving license
- Permanent residence card
An authorized representative is anyone who has the legal authority to represent the organization (for example, CEO, director, legal representative). The government-issued photo ID can be issued in any country.
Individuals must submit an Australian government-issued photo ID and proof of address document as part of the verification program. Acceptable ID documents include:
- Passport
- Driving license
- Photo ID Card
Address documents must list the individual's name and address as it appears on their profile. Acceptable address documents include:
- Government issued photo ID with address listed
- Utility bill for electricity, water, gas, internet, cable TV
- Insurance statement (home insurance, health insurance, and so on)
- Credit card or bank statement
