I have all access permisions, i'm the admin. But still can't create new view filters.

Please help !

Can't create filter views even though i have all ADMIN accesses.
Your screenshot is showing permissions at the View level. You need to have edit permissions at the GA Account level in order to create and apply filters to Views.
When you go to the Admin page and select the applicable GA Account in the first column and then select User Management for the GA Account... does it show you as having edit permissions for the Account level

Could you add filters from the Account level under "All Fitlers"? Adding filters in the Account level will then be visible under the View level.

Apparently i'm having issues at the Account User Management. Again, i'm the main Admin of this page. Why am i not having access?

Solved, i had a 3rd account which i don't know why it had superiority over the other 2...
