The Google Ads policy on spam techniques will be updated around mid-January 2012. We're reorganising our current policies on invalid clicks, bulk marketing and webmaster guidelines into a single policy called 'Spam techniques'. When enforcing this policy, we'll be reviewing both your ads and websites. Violations can result in your site getting disabled and/or your ad getting disapproved. The change will affect all countries. We made this decision to increase clarity around these policies and to improve enforcement. After the new policy goes into effect, the policy description will be updated to reflect this change.
