Am I allowed to put a border around ads?

My site uses a dark blue theme and I have put the ad against a light background with a black border.

To the best of your knowledge, is that against Adsense policies? I am not using iframes or styling the ad itself. I've attached a screenshot below.

This part seems ambiguous.
Haven't the site administrators made it possible to distinguish advertisements from content according to the following?
Adsense mostly talks about inducing phrases, but it is said that it is allowed to distinguish them from the content.
Isn't that site doing the opposite of [making the ad format indistinguishable from other content on the page]?
