Cannot restore removed ad units

At this time, you cannot restore an ad unit once it has been removed. All ad serving and settings associated with a removed ad unit are disabled, and you no longer have access to the ad unit from the app page.However, you can still view the ad unit's historical data if it generated reporting data for the selected date range in a report.
