I keep getting emails in my inbox that are not sent to my email. When I look at the address it's my first name@outlook.com.  I don't have an outlook email (I only have gmail accounts). I haven't set up anything to pull those emails in and that email is clearly on spam lists.

If these messages are spam, you can't trust what the headers say, and your e-mail address would be in the BCC field which is why you don't see it list.  Spam is spam no matter what the headers say.  Ignore or delete it.

The thing is, when I look who it is sent to I just see the same outlook email in the To and the CC lines. I don't see my actual email anywhere in the email.

I've been marking these emails as spam as they come in but I get about one a week.

As noted above, your address would be in the BCC field.

Okay, so you think that my email is in the BCC field. I DO see an email address that these emails are being sent to. 

Where is that email coming from if they only used the BCC to send emails? Shouldn't I be seeing my email in the "To" spot or nothing at all if BCC is not showing the address of those who are sent messages?

Well obviously, the sender is in the FROM address.  Of course given the headers are probably forged you can't trust it.
 
Shouldn't I be seeing my email in the "To" spot ...
 
You already said above that you do (an outlook.com address).

The email that is in the "To" field is not my email. This is my point of confusion. If they were using the BCC field, I would expect my email to be in the "To" field.  

I do not have an outlook account.

No, if they are using the BCC field, your address is in the BCC field, not in the TO or CC fields.  All three fields can be use to specify recipient addresses.
