I am having the exact same issue.  I was able to remove an old phone and add a new one but it keeps sending security codes to the old number.  I cannot turn on two step verification becuase it keeps trying to send the codes to the old phone which i no longer have.

I have a gmail account that I used for years that is attached to my phone number but when my phone was ran over and the line was inaccessible, I forgot my password and could not regain access through phone verification. I assumed when I reactivated the line with the same number but when the account recovery page came up it did not offer me the option to send an SMS code to that number.

Is this because during that time of being locked out I instead used an alternative account that I had attached the same number to, therefore linking the number only to this alternate account and no longer to the one I had been previously using for years?

How do I fix this issue? I have been locked out for months.

Google keeps sending the verification code to my old number even though I changed my phone number.  I don't see any way around this and can never log on to Google again.  This is an obvious bug.

Has this been sorted yet? There is something unusual about your activity. For your security, Google wants to make sure it's really you. trying the send the verification code to an old phone. Have removed all devices associated with the account.

Do not go to the "edit number", just try with Remove, then they only ask for password. Then, you add the new number.
