I got email from Google saying my storage is 100% full, but my account page says only 16% full.

I received an email from Google saying my storage is 100% full with 15GB of 15G used, and that my email and other Google services will no longer work. However, when I follow the link it clearly shows that I have used only 2.5GB out of 15GB. The email seems to be genuinely from Google and nothing indicates that it's phishing. This is the second time I have received such an email. The first time I ignored it. Everything seems to work fine. What's up?

Sounds like you're logged into multiple accounts.  Once account is full as noted in Gmail.  But you're checking the storage on a different account which is why it only shows 2.5G used.
 
Start by signing out of ALL accounts.  Then sign into just the ONE Gmail account at https://mail.google.com/ 

Looking below the Gmail inbox (lower/left), how much space, out of how much total, does it say is being used?  I would expect this to still say 100%.

If you go to the storage management page, how much space does it say is being used, and where does it say the storage is being used?  https://www.google.com/settings/storage   If you're looking at the correct account, it should also show 100% usage.

Check your Drive TRASH. That also counts against your storage

Also remove apps that u don't use. Then go to the play store and permanently erase them off your phone.

Thanks to the folks who responded. Ultimately, the problem was, similar to what @bkc56 suggested, that the link in the email shows the storage used in whatever Google account you happen to be logged into. I was not out of space in my normal day-to-day Google account, rather, in an another account that I don't often log into, which forwards email to my normal account.

If anyone at Google is listening, what contributed to my confusion is that the email doesn't mention anywhere which account is out of storage. I looked at the email address it was addressed to, but the email had been forwarded from the original account, so that threw me off.

Problem solved. Thanks folks.
