You need to know that there is no Google customer service for this.
But I can tell you that when Google send a code to the very Gmail email of the Google Account being recovered, it is because-
- the user hasn't got enough verification options set up to verify themselves adequately, and-
- Google have to hope that the user has access to the Gmail's inbox on some other device or app, or is even forwarding to another email that they can access the inbox for.
The bottom line is that you will need to try to use the recovery flow: https://support.google.com/accounts/troubleshooter/2402620 as best you can or you need to remember the forgotten password and hope that it suffices (which it, sadly, might not). There is no other way.
Please read through these tips to try to help you use it effectively: https://support.google.com/accounts/answer/7299973 (note the last paragraph which starts "Still can't get in?..." if all else fails).

Hello user,
Welcome to the Google Account Help Forum.
Please note that you should never share your contact information, which includes your e-mail address and phone number, full names, passwords or any other sensitive details in this forum
Recovery of a Google account is a self-service process. This implies that the account will be recovered with the help of Google's automated system.
Something else you should know is that if you haven't registered for any recovery options at the time when you are forced to recover your account-most of them entail a recovery email address, phone number, backup codes, and/or a recent password-you may not be able to retrieve your account.
Here are some tips to increase your chances of recovering your account:
- Make sure to enter your most recent password and all security questions accurately.
- Recover from a known device or place: You should first try to recover your account from the same device, browser, or location from where you normally sign in.
- Be patient: The recovery process may take some time.
- If you fail to prove ownership of your account, you will lose access to it permanently.
