Google smart lock, how do you turn it off?

Google smart lock, or perhaps not so smart lock. Just comes up every 5 minutes without any rhyme or reason. Locks the screen and brings up the message shown below. I didn't turn this on, I don't want it and it's super annoying. Please tell me how to turn it off, I've tried everything I can find online. Getting to the point where I'm going to delete my Gmail account.
The image is not visible due to forum settings.

Hello there,

To disable Google Smart Lock, open Google Chrome on your device and go to settings.
Tap on Passwords and turn off Save Passwords and Auto sign-in.

PARTIAL FIX: So I have semi-fixed this issue to only pop up on certain apps, not 100% fixed but it is much better than before. 

(Android only) In your settings go to "app management" go through all of these sub-settings, removing permissions from Google where ever you can find Google asking for permission. This means google can't just do things to your phone like lock the screen etc... Like I said not 100% fixed but it is so much better than before.

This isn't specific enough. I open "Google chrome". Where is "settings"?

I agree. The directions posted above don't apply on my phone. I've updated every Google setting I can find but it still won't let me log into to Spotify

Don't want to turn off save passwords.  Needs to be other options.
