How to connect to URL in settings

Message sent from contact is a picture, multimedia, but when trying to open a pop up says can't connect to URL - go to settings

Where do I go?

Hi, Thanks for posting in Google help forums,

Clear Data in Download Manager,

Clear Data in Google play services,

Reset App preferences,

Restart device.

Backup Data,
