10 year old entered age now locked out

I recently found out that you could add accounts to a Google family for people under 13 years of age I created an account for my daughter years ago and didn't enter her age so that I could set her up for her own xbox gamer tag recently found out about Google family for my son and added a email for him and added him to my family now I'm trying to do the same thing for my daughter's account that was created years ago I updated her birthday through her account and it disabled her account now I'm unable to accept the e-mail to add her to the family in her account is there any way to add her to my Google family even though she's under age if so how do I do this because they can have accounts under the age of 13 if it's regulated by a family member and me as her dad trying to figure out how to add this because she does have an android device and I would love to be able to monitor it through Google please help

Okay. Just to let you all know that I had the same issue. I created a normal account for my daughter when she was 5 years old and before I knew about the family account creation functionality. The other day I corrected the date of birth and boom I was locked out!

Only option I had was either submit a passport or creditcard scan as proof of age. I opted for passport since my daughter has my surname and her backup email is my own Gmail account which correlates to my passport details. 

And I’m now happy to say the account is now unlocked! :-)

Do note that you won’t receive an email confirming it’s been unlocked. Just try logging into the disabled account after 24 hours!

If you change (or have previously changed) the date on a "false date" child's account to qualify for Family Link, or an underage account is detected and has been closed by Google,  then Google will delete this account, (for breach of Gmail Terms of Use), with probably no chance at all of getting the account back. 
 
You cannot re-use the account name, and a new account will need to be created for Family Link.  This account name policy is non negotiable.
 
Age requirements for Google accounts, and a recovery method if wrong age entered is at Age requirements on Google Accounts  and  also read FAQ about Google Accounts & Age Requirements   You can try this recovery method for "false age" accounts which have also been detected;  no guarantee of success.  Family Link is there to allow underage children to have an account, with some form of parental supervision.
 
The credit card route is the best way to recover the underage account , and you will have to again put in a false age.  You may have to also clear the cache in your browser, before doing this.  Again, there is no guarantee that the account, and any data therein, can be recovered. It also appears that the credit card may need to be in the name of the account holder;  this could be a problem.
 
The account could then be added to Family Link  (if it is recovered), but your child would need to give permission to be added, and could rescind that permission with Google at any time, due to the perceived age being older than legal requirements for underage accounts.  You need to be aware of this.

Yes, Family Link can be used to supervise teenagers (children over the age of 13 or applicable age of consent in your country). Unlike children under the age of consent, teenagers have the ability to stop supervision at any time, but if they do you will be notified and their devices will be temporarily locked and unusable."  Family Link FAQ  
 
If a problem for you, best leave the account as closed, and start a new account with Family Link.  Data cannot be transferred from the closed account.

Due to data privacy laws and technological capabilities, users managing a child’s account are unable to:
  • Mirror your child’s screen
  • Access your child’s Chrome browser history or Google search history remotely
  • See or reset your child’s Google account password
  • Read your child’s emails or messages
  • Listen to your child’s phone calls
  • Choose a new screen lock password on your child’s device
  • Erase data on your child’s device
Furthermore, if your child is over the age of 13 (or whatever your country’s minimum age for having a Google account happens to be), you will also be unable to:
  • Delete your child’s account
  • Prevent your child from turning off parental supervision restrictions
