Phone number limit

As an IT professional, I have been setting up new Google accounts for decades. Most commercial.  The phone verification was cumbersome but worked and I have been using my personal phone to recieve the codes. Now seems they're is a limit. Right now I am trying to set up six new chrome books and can not. These books will be handed off to employee's that do not have company phones. Now what? Send them back and purchase Microsoft surface's? You need to find another way and soon.

There always has been a limit on the number of accounts (gmail) that can be set up using the same number.
 
Google have never disclosed the limit, but from anecdotal evidence it seems to be between 4 or 5, then the number is no longer recognised by Google.  Even if some accounts are closed.  This si to stop spammers setting up multiple accounts.
 
Not telling you how to suck eggs, as you are an IT professional, but you should really be considering G Suite, where the users have the same domain name, and the domain admin person fully controls all Chromebooks and other Android devices.
 
Major thing here is, if the user sets up the Chromebook with a Gmail account so that nobody else can use it, then they leave and refuse to divulge the pw and account name, you are up the proverbial creek without a paddle.  The CB will be useless.  With G Suite the admin just resets the Chromebook.  https://support.google.com/a/answer/1289314?hl=en

I will investigate Gsuite. As far as creeks and paddles, can't you factory reset the Chromebook?
You can factory reset the Chromebook, but as far as I know, you need to be able to sign in.
 
 
They need Chromebook name and model number, and Chrome version details.  Please include them in your post, with a full description of the problem. Perhaps ask them about this?

Platinum Product Expert, while I have you on the thread, can you tell me, HOW DO I GET AROUND THIS LIMIT? If i had known, I wouldnt have created so many joke and alterego and name experimentation accounts over the years. What can I do short of changing my phone number???? Even thats not a guarantee it seems, as some phone numbers are recycled. I NEED min. 2 more gmail accounts: one for my new name (i just changedmy name) and 1 for nom de plume. Also at some point I may change my name again? In ten years? I can't believe they put a lifetime cap but more importantly I cant believe they dnt WARN you abot the lifetime cap. I would have appreciated a dialogue box that read "Are you sure you want to create this account? You can only create so many attached to this phone number in one lifetime". I would have been a LOT more prudent in my name experimentation game if i'd known this.

No way around the limit.
 
 You can use a friend's phone, or use a landline.  Just be sure to remove that number from the account settings, once you have established the account.
 
One user reported "I've found another solution after going back to sign up for an account by going to: YouTube sign in > Sign up > Enter information with create new Gmail, and now the phone number verification is optional. I'm not sure why it would ask it when creating a new account elsewhere, but I'm glad I was able to create a new Google account this time. "   https://goo.gl/q8WnvM   May or may not work for you.
 
Another user reported  "If you have Apple Mail or Outlook, just ask to add a Gmail account through them.  I was able to add a Gmail account via Apple Mail using my mobile number."  Again, may or may not work.
 
 
This help page explains why a number is needed to verify your account via sms or a voice call. 
 
If Google require a number, and you cannot provide one, or you cannot open an account using the methods described above, then Google will not let you open the account.
