Is there a customer service phone number for Gmail accounts? I need to speak to a person.

I need to speak with a customer service google tech that can reinstate my Gmail address. It was disabled for suspicious "spamming" - they were not unsolicited emails, they were requested info from each party.  Google disabled all the Google sheets, forms, drive, and site associated with that email, AND it shut down the domain I purchased that was links to the Google sites website. We are losing money since the website is down, and everything is lost having been connected to that email.  If the email is not reinstated- I will need to recreate EVERYTHING.  Its urgent that I speak to someone. I cannot find a customer service number for Gmail accounts. (NOTE: I did file a appeal and review)

-- Assuming yours is a personal @gmail.com address/account, there isn't. 
 
That particular team is only reachable through the appeals form. There isn't another way to contact them.
 
In either case - violation of ToS/product specific policies or suspicious activity, there is a fairly stringent process defined on how to proceed and there is no scope of manually overriding it.
 
After you have submitted a review appeal and more information is required, the related team will reach out to you. Also, when an appeal is successful, the user will be notified by Google.
 
If you did not receive any of the above types of email from Google after a reasonable period of waiting (say around 2 weeks), it can be safely assumed that the team has upheld the original decision.
 
You can submit multiple appeals for review. Just ensure you are not doing this too frequently (multiple times a week) and you are not submitting the same information. It is best to give the team about 10 business days before submitting another one.

I accidently reset my phone and forgot the password to my gmail and for some when I went to recover password by phone number it recognized my other gmail account and not the one I really need so when I go and try to sign in on the gmail I need it has my prompts disabled. I don't know how my phone decided to remember the wrong email account I been signing in with the same email for over 12 years I have everything tied into this gmail account all my pics all my accounts and more is there anyone who can help me I really need help badly
 
To begin, please refer to this post - https://support.google.com/accounts/thread/75668397?hl=en - on the details you would require to sign in to the account following a factory reset. If you do not have the necessary options at your disposal, account recovery then becomes extremely difficult, if not totally impossible.
 
If you have forgotten your password, you’ll be able to create a new password through the Google website from another device from where you presently have access but not from the reset device.
 
Following the password reset, the Google account will require a 24-hour cool-down period before the new password can be used to sign in from your reset phone. Anytime the user or an app attempts to connect to the Google account and fails within those 24 hours, the waiting period count-down begins afresh. So, it is best to power off the device and keep the phone aside for a period of 25-26 hours before trying after the password reset
 
So, if you do not have another device where your account is currently signed in; first, to reset the password and then, if required, to verify your access from the new device, your access to that account may prove impossible and the account might be lost.

how to get my old accounts back because I have two and i cant remember the password and I need to get in contact with google

If you have forgotten the password, your options are limited to finding the password if it is stored in your browser or any of the browser password managers or successfully going through the account recovery process which will depend on your access to the recovery options listed on the account and the familiarity of the setup to the system.

-- You are missing the central point of things. Google has no way of verifying you as the rightful owner of the account without you going through the account recovery process. And without the necessary verification of your ownership credentials - using the most secure process and beyond all reasonable doubts, Google will not share any account-related information with you. 
  1. Do you have access to both the recovery options listed on the account you are trying to recover?
  2. Are you attempting recovery from a setup - device, browser, network, physical location - from which you have had access to the same account within the last few weeks?
  3. What is the final message you receive from Google?
