Trying to add alternate email but it says it's already in use?

I am trying to add my university email address as an alternate email address for my account. When I enter it I get a popup saying that it cannot be added because it is already in use with another Google account. I have never set up a Google account with this email address and when I try to sign in with it I get a message saying that there is no Google account associated with that email address.

Assistance with managed accounts, or with managed devices, can only be given by the administrator of that account and/or device.  Google cannot help at all, in these circumstances;  Google has no access to their settings, nor their policies.
 
Please ask the admin people; they are the only ones who can help you.   If a Google domain, and they need help, they can contact Google on your behalf.
