Locked out of my legacy free Google Apps admin account

Hi, I'm locked out of my Admin account. I don't recall changing the password recently (which is stored in a password manager, so I know I'm not mis-typing it), but Google continues to say it "cannot confirm that I am an authorized user". I've tried the various other support contact options, but because I am on the free legacy plan my cases are automatically closed. I have full control of my DNS (which is managed by Cloudflare) but Google signin isn't giving me the option of verifying by an alternate method such as CNAME.

I rarely ever log in to my admin account because I have my mail auto-forward to a gmail address that I've owned for a long time, so I'm not sure when exactly I was locked out and I don't think I have any devices that are "known" - I tried from my primary browser, from my phone, etc. but none of it works.

How can I regain access to my account?

You'll be asked to prove that you own a user account and your domain
 
Select Forgot my  admin username/password
 
What is the account you are having issues with? user @ domain.com (actual user & domain) 
Enter Your Username  @ your Domain Name  must used Lower case and not uppercase letters
This is your Google Workspace or Cloud Identity admin account email address that you are having issues accessing.
 
Email address where we can contact you * user @ gmail.com
Enter any contact email. used Lower case letters only 
 
Once you receive an email after you submit the form reply back to it then someone will contact you within 48 hrs

​I've been through that recovery link multiple times and the only outcome is the following, even when I use the "Try Another Way" link. Note, as this the my personal domain, I am the only admin.

To recover your account, contact another admin on your domain.
Or, request a review by the Google Workspace support team. Reviews can take up to 72 hours.
