New User - why am I being charged for two licenses and is unable to change to ONE?

Single user of a small business. Why am I being charged for two licenses and is unable to change it? Also cheapest package is showing to be $14 per month, nothing less expensive?

Billing enquiries are best handled via the admin control panel. Please login in to http://admin.google.com and then open a chat session and a Google support representative can assist.
 
Due to privacy reasons we only assist with generic billing enquiries in this forum. As this is a specific issue, you should contact Google support.
