How to prevent users from changing their account passwords by themselves?

Hello,
I want to prevent users from changing their accounts passwords by themselves.
After I setup the user password, he/she should not be able to change it.
If users need to change their password they need to contact me as a super admin.
How I can achieve that?

There is no way to do that directly via admin console. Admin can turn off non-admin password recovery which will require users to contact admin if users cannot remember their password. However, if users remembers their password, they can change it.
