Google Workspace Email Migration Stuck on 99%

Attempting to migrate an ex-employee's email to another user in the same domain for historical reference purposes (approx. 20Gb due to lots of attachments)
Destination user space increased to accommodate the migration.
Migration appears to take 4 days to reach 99% and then hangs.
Error report indicates 4 email not migrated due to size but otherwise OK.
Waited another week for labels to be applied (There are only 3) but still at 99%.
Examining the destination user account it seems no email have migrated but a folder _Archive has been created.
Gave up, killed the current migration and started again.
Migration completes to 99% almost immediately but then hangs at 99%
This seems to be taking much longer that using an email client with both accounts open and dragging folders from one account to another which can't be right.
Any constructive help very much appreciated.

from what the error messages you provide  it sound like you have 4 email that is too large to Migrate

As your issue will require advanced troubleshooting to diagnose, I’d encourage you to contact the Google workspace tech support department at https://goo.gl/eEaYNz  so that they can walk you through any specific processes required. you must sign into your admin control panel and then click on support then click on contact support to get the support options.
