Transferred data not visible in destination Drive

In April, I transferred the contents of a user's Drive to his manager (user's contract with the company ended). I received an email indicating the successful transfer of the Drive contents. Now the manager is reaching out to me saying he does not have access to these files. Typically, transferring Drive contents creates a folder on the destination user's Drive. In this case, the folder does not exist. The manager did not delete this folder - if he had, I would still be able to restore it with our Backup software. The user's Drive content folder doesn't exist.

What might have caused this to happen?

As your issue will require advanced troubleshooting to diagnose, I’d encourage you to contact the Google workspace tech support department at https://goo.gl/eEaYNz  so that they can walk you through any specific processes required. you must sign into your admin control panel and then click on support then click on contact support to get the support options.
