This whole process is completely confusing. I am not able to log onto my admin. I am in a cycle of creating a new account when it tells my to login into the admin site. Nothing seems to work and I am not able to contact google with no PIN. I have started multiple account through trail and error but nothing seems to work correctly. Need help.

Sign in to your Admin console
If you have access to an administrator account, you can sign in to the Google Admin console. The Admin console is where administrators manage Google services for people in an organization.  To sign in now (requires an administrator account):
  1. In any web browser, go to admin.google.com.
  2. Enter admin email address for exsample   johndoe @ yourdomain.com  Click Next   and not  johndoe @ gmail.com
  • Starting from the sign-in page, enter an administrator account name and password. Forgot your password? An administrator account has privileges to manage services for other people in your organization. The Admin console is only available when you're signed in to an administrator account. If you don't have access to an administrator account, get help from someone else who does. Who is my administrator?
  • If you see a list of Google accounts on the sign-in page, be sure to choose an administrator account (it does not end in @gmail.com). If your administrator account isn't listed, click the link to Sign in to a different account.

I've tried Chrome, Chrome private browsing, Edge, etc... Still has the same loop. I'll log in, and it takes me to another log in page. Once I log in again it takes me back to this login page. I am using my log in information that does not end with '@gmail'.

Do you have any other accounts? if you have access to the domain dns control fill out this form

You'll be asked to prove that you own a user account and your domain
 
Select Forgot my  admin username/password
 
What is the account you are having issues with? user @ domain.com (actual user & domain) 
Enter Your Username  @ your Domain Name  must used Lower case and not uppercase letters
This is your Google Workspace or Cloud Identity admin account email address that you are having issues accessing.
 
Email address where we can contact you * user @ gmail.com
Enter any contact email. used Lower case letters only 
 
Once you receive an email after you submit the form reply back to it then someone will contact you within 48 hrs
