High risk download

Whenever i try to download a paid app on Google Play it comes up with the error "Your order was declined because it was considered high-risk. Please try again in 30 minutes [BM-CPE-01]" i even tried again in 30 minutes like it said and it still did'nt work, and this has been going on for more than a week now. However, my debit card will work on other things like normal real life purchases. Within the first three days purchases on Google Play would work perfectly. Does anyone have an idea on how to resolve this problem?

Same problem here. Wont let me download with my credit card so I bought a $25 google play gift card. Tried to purchase an app and again got the high risk message but the money was subtracted form my balance. Now i'm really pissed...

I've been trying to make an in app purchase since yesterday and every time I get this message. Ive spent hundreds of dollars in the goole play store and all of then sudden they won't let me make a purchase! Wtf! I'm so mad! I've email google play support and the support team for the app in trying to make my purchase in, but no answer and no resolution. If you ever get this fixed I'd love to know how!
