Looks like this is a general Windows error, not specific to GMail video chat. Several solutions are suggested here:
http://consumerdocs.installshield.com/selfservice/viewContent.do?externalId=Q111019&sliceId=1
Solutions include freeing up disk space, rebooting, making sure you have install privileges, and making sure your installer service is up to date.

For version 1.0.5.0:

Download http://dl.google.com/googletalk/googletalkplugin/1.0.5.0/googletalkplugin.msi, run it, then try the install again. If it fails, go to Add/Remove programs, remove "Google Talk Plugin" and browse to wherever you downloaded googletalkplugin.msi if it tells you it can't find it. Then install the plugin again, followed by Voice and Video.

Here is a SOLUTION that worked for me.

I was having the same problem. The funny thing was that Google Voice in Gmail worked for my wife's profile on the same computer, but not my profile. I found a simple fix.

1. Find your "Local Settings\Application Data\Google\Google Talk Plugin" for your user profile for Google Talk.

Mac OS X: Finder/Library/Application Support/Google/Google Talk Plugin

Windows XP: C:\Documents and Settings\(your profile name)\Local Settings\Application Data\Google\Google Talk Plugin

Vista: C:\Users\(your profile name)\AppData\Local\Google\Google Talk Plugin

2. Delete the file "googletalkplugin_port" (this file was actually missing in my directory)

3. Click and run the program "googletalkplugin.exe". (This started a new file "googletalkplugin_port" in the plugin directory)

This worked for me.

Right clicking on the installer in windows explorer and selecting "Run as administrator" worked for me (for chat/video plugin not for google talk).
