Unable to turn on a service

If you are unable to add a service for your organization or turn on a service for your users, you may be unable to add a service to your domain based on your Google Apps registration settings and per service restrictions for your domain. Because not all services are available in all areas, you may not be able to turn on a service based on the country setting where you first registered your Google Apps domain.
