Pixel 7, Pixel 7 Pro, and Pixel 6a are 5G capable devices. Google is actively working with Indian carriers to turn on 5G functionality as soon as possible.
Google has to wait for 5G network availability and SIM card availability to start network testing. The earliest Google can complete the full evaluation is December. This allows us to push 5G to eligible Pixel devices in India at the same time. The plan is to include 5G connectivity in our first feature drop for Pixel 7 and Pixel 7 Pro in December.

Please note that Google changed the way to opt out of the beta program without factory resetting your phone. In the past users could opt out of the beta program after receiving the stable release, this is not the case for QPR2 -- QPR2 stable will not be offered in the beta channel.

How is that possible
The cellular company in Saudi Arabia figured out how to provision the phone to work on their system? Or, the cellular frequencies in SA match other supported countries? or, ????

Network providers have to work together with Google to enable 5G support for devices. Currently there is no progress information on the same. Keep an eye out for official updates from both, Google and Network Providers in coming months.
Also, send feedback from Settings->About phone->Send feedback about this device to let the development team know about this.

Even though I believe it is true, it is still very hard to explain why many other major cell phone makers can enable 5G across the globe. Apple, Samsung, OnePlus and so on. Google is in the same league or even a larger company than those, but it seems that it is only Google failed to deliver (or unwilling to invest the resource on) the same global solutions.
All I am led to believe is that Google doesn't care, and dont want to spend resource to get Pixel more popular globally.
