Unable to install or update apps. Playstore doesn't dowload apps all of a sudden.

First I tried every fix suggested in the help section.  None worked.  I then decided to do a powerwash yesterday.  Everything installed from the Google back up.  I then installed my email app Blue Mail successfully.  Today nothing installed, not even app updates.  I decided to do a hard reset.  No dice.  I'm at my wits end.  Everything else works fine except playstore. 
I even managesd to install  Edge for Linux from the microsoft development channel, as that way I can access all my microsoft 365 apps which I find useful to access my word documents.

I wonder whether this is related to issues with your home network.

Might you be able to try an alternative WiFi network as a test?

How does one resolve that conflict?  If there is a conflict it was there before the powerwash and in the fresh installation.  
I have been onto Google but after an hour I'd had enough.  We are resuming in the morning, UK time.

We got stuck on the Hotspot name of my Samsung Galaxy mobile phone.  There was no name as such, apart from my name and some other details which I gave her, and a password underneath.  This is what she subsequnetly wrote to me - see next para-, which was odd, because I had given her as much as I could.  We also seem to be misunderstanding each other as she asks me for a detail on the settings on my Google Pixelbook Go, which aren't there.  (I'm a curious person, had the laptop for a good while now and know how to explore the settings)

" What I'm trying for you to do is to click the WiFi Settings - disconnect it from your Sky connection and look for the Hotspot name of your mobile phone". 

In any case, I tested the connection at another address and apps downloaded easily.  However the internet speed was 150mbs and my speeds are 55 mbs which is still fast.  Does that tell you anything?

I will tell her about your theory of a conflict - but how to resolve it if you are right, which I suspect you may be.  I wish I could uninstall and rinstall play store, but it dosn't appear possible.

That it works fine at another location/ network demonstrates this is an issue with your home network.

You could try restarting your router there and also check your router is running the latest firmware version. It may be your router is old and needs updating.
