Can I run Performance Max or remarketing in ad grants accounts?

In the document below, in the bidding section it states


In order to drive performance for Grantees, Ad Grants requires that accounts created on or after April 22, 2019 must use conversion-based Smart bidding for all campaigns, unless using Smart campaigns. Each campaign must use either Maximize conversions, Maximize conversion values, Target CPA, or Target ROAS bidding. 

This is implying to me that some forms of smart campaigns are available to ad grants accounts, so I would like to find out what these are.

I think the word "smart" is confusing here because Google uses it in more than one context. There are smart campaigns. And there is smart bidding. But the two are unrelated.

In an Ad Grant your search campaigns should use a conversion-based bidding strategy: Max conversions is usually the best choice, at least at first.

And if you want, you can set up a Smart campaign. Personally I don't find that useful and never bother, but by all means try it.

You cannot create P-Max campaigns.

You can use remarketing... but only in search campaigns. Because of the reduced impression share that Ad Grants get, I rarely find it's worth doing that. Remarketing is however potentially very useful in a paid account, where you can use it with Display ads. 
Update: yes you will soon be able to create a P-Max campaign in a Google Ad Grant campaign. It was announced today at the Google.org Impact Summit that P-Max is being rolled out to grants accounts over the next few months. So keep an eye open for the new campaign type.

My initial information is that this will enable placement of ads across the entire Google network, not just search ads, so P-Max will work in grants accounts just as it does in paid accounts.
