My initial information is that this will enable placement of ads across the entire Google network, not just search ads, so P-Max will work in grants accounts just as it does in paid accounts.

Short answer: no. You can't. Only Search ads.

Yes.
But I have to clarify something. I reached out to Google and they confirmed that this won't be multi-placement, at least not at first. P-Max in Ad Grants will be search only. Still potentially useful... just not game-changing.
