How to kick-start a low impression Google Ad Grant campaign: Max conversions with a high Target CPA

One of the biggest problems faced by advertisers using a Google Ad Grant, is the difficulty of getting those initial impressions. It can also be difficult to revive a campaign that's flagging.
Here's a simple trick for kick-starting a Google Ad Grant campaign that is either needing to get its first impressions or has for some reason flatlined.
The trick is to switch to the max conversions bidding strategy—which you may already be using—and add a Target Cost Per Action (CPA). It should be a relatively high CPA at first, which you should try to lower over time.
I've observed this to work around four out of five times I tried it... and is more likely to get results than using Max conversions alone.
