On a rooted Pixel 8 pro it can be enabled by setting a software flag.
It would be nice to see Google giving us that feature and a desktop mode like Samsungs Dex.

One being that Google are worried about negativity impacting their Chromecast products. Obviously there is a lot of crossover in wirelessly streaming a display or content versus doing so by a physical cable, that said there are a lot of situations where a Chromecast isn't viable but where USB-C to HDMI or DisplayPort is and visa versa so I can't see this having a significant impact but I can understand someone somewhere thinking it's a problem.
The second one being that it's to avoid upsetting other Android OEMs. If the Pixel phone does everything then it grabs more market share from other Android manufacturers, manufacturers that Google need to keep inside as they rely on them. Samsung for example did a lot of work with Google on getting their watch OS up to scratch so Google probably doesn't want to upset Samsung by 'stealing' DeX, there might even be a formal agreement.
The 2nd of the 2 makes more sense to me but they both feel credible.
That said, DisplayLink adaptors do work with Pixel phones so there is a way of doing video out via a cable. It has just two main issues:
1) the adaptors/docks are expensive and much bulkier than just a cable
2) the Android app is terrible (2.7 stars at time of writing)
So Google have implemented a way of doing it, it's just the worst option on the market by far.
Ultimately though I suppose why Google hasn't implemented it is less important right now than why Google said it had when it hadn't.

Note that the USB Type C display out support is via DisplayLink and a compatible dock, not Alternate Mode DisplayPort out.
Maybe this will change when Android 14 is pushed to the Pixel 8 phones.

Welcome to the forum.
I don't think that is a feature being available anytime soon.
I love the idea of being able to plug a video output or mirror to a big screen from my phone without using something that requires internet and home network.

Android Authority reports that the Pixel 8 hardware is capable of USB Type C Alternate Mode DisplayPort output ... That is has been disabled in software. Which is to say Google can enable it with a software update.

"DisplayPort over USB-C." This feature allows you to connect your Pixel 8 Pro to an external display such as a monitor, TV, or projector for mirroring or extending your device's screen.
To use USB Type-C external display output on your Pixel 8 Pro, you'll need a USB Type-C to HDMI or DisplayPort adapter or cable, depending on the inputs supported by your external display. Here are the general steps to set up external display output:
- Get the Appropriate Cable or Adapter: Purchase a USB Type-C to HDMI or USB Type-C to DisplayPort cable or adapter. Make sure it is compatible with your Pixel 8 Pro.
- Connect the Cable or Adapter: Plug one end of the cable or adapter into your Pixel 8 Pro's USB Type-C port. Plug the other end into the HDMI or DisplayPort input of your external display.
- Configure Display Settings:
- On your Pixel 8 Pro, go to "Settings."
- Scroll down and select "Display."
- Look for an option like "Cast screen" or "Screen mirroring."
- Tap this option to search for and connect to the external display.
- Follow On-Screen Instructions: Your Pixel 8 Pro will search for available external displays. Once it detects the external display, tap to connect and follow any on-screen instructions to configure how you want to use the external display (e.g., mirroring or extending your screen).
- Enjoy External Display: Once connected, your Pixel 8 Pro's screen will be mirrored or extended on the external display, and you can use it as a larger screen for various purposes, such as presentations, media playback, or multitasking.

This is an important feature for me so I made sure to check with Google before pre-ordering and they told me it was supported.
"you will be able to connect your Pixel 8 Pro to an external monitor or TV using a USB-C to HDMI or DisplayPort cable. This is a new feature for Pixel phones, as previous models have not supported video output over USB-C."
"I have asked from the higher support and yes, it is supported."
It looks like a lot of customers have wanted to confirm this before pre-ordering/purchasing and I've seen several people posting screenshots of their chat logs/emails with Google, within which they were being told that both the Pixel 8 and the Pixel 8 Pro support this.
So either Google thought this was supported or the support is coming later.

To repeat my first post to you because addressing your posts to someone who works at Google may be a better than posting to volunteers here in the forum...
