Taking a Look at The "Same Gmail OTP" Issue

When Google send a code to the very Gmail email of the Google Account being recovered, it is generally because-
- you haven't got enough verification options set up to verify yourself adequately, and-
- Google hope that you have access to the Gmail's inbox on some other device or app or are forwarding to another email that you can access the inbox for.
The bottom line is that you will need to try to use the recovery flow: https://support.google.com/accounts/troubleshooter/2402620 as best you can. There is no other way.
