There are two ways to edit the usage policy for a reference file:

Use the Bulk Update Tools to update the usage policies for one or more reference files. Using Content Manager's bulk update functionality, you can update the usage policy for any of the following groups of videos:
- All files uploaded by a particular content owner
- All files claimed by a particular content owner
- All files uploaded by a particular YouTube user account
- Specific reference files identified by their video IDs

Post an updated XML content feed that details the updated policies. In the feed, the <yt:commercial> tag specifies whether you want to monetize, block or track user-uploaded videos matching the reference file. That tag appears within a <yt:policy> tag that also contains another tag identifying the territories where the policy applies.
