Synced or uploaded files that are in your Trash use storage space (Google Docs don’t take up storage space). When you empty your Trash, permanently removing files and folders, you'll recover some of your storage quota. Here’s how to purge items from your Trash:

1. Click More in the left navigation of your Google Drive.
2. Select Trash.
3. Click the Empty trash button, or select an item in the trash and click Delete forever.

You can also delete the files that are using the most storage space. Here’s how:

1. Click More in the left navigation.
2. Click All items.
3. Go to the Sort menu.
4. Select "Quota used."
5. Check the box next to file(s) taking up storage space that you'd like to delete and click the Trash icon.
6. Select Trash from the left navigation.
7. Click the Empty trash button, or select an item in the trash and click Delete forever.

If you've run out of storage, it's possible that you have items stored in Google+ Photos that are using your storage quota. Consider deleting unnecessary items from G+ Photos to recover some of the storage quota you'd like to use for Drive.
