Contact the third party, send them the tag that includes the %%CACHEBUSTER%% and click macro (either the unescaped click macro, %%CLICK_URL_UNESC%%, for standard images or the double-escaped click macro, %%CLICK_URL_ESC_ESC%%, for Flash (SWF) creatives), and ask them if you inserted the macros properly. They can specify how macros should be inserted into their code.

In the Creative tab, select the third party in the drop-down menu and click Apply to apply the rule set and insert the macros in their code.

Contact the advertiser; they can work with the DFA team to troubleshoot. Assuming you properly trafficked the DFA tag they gave you, the issue will be on the advertiser’s end. See Add creatives to line items to learn how to traffic DoubleClick tag creatives.
We strongly recommend always trafficking DFA ads as DoubleClick tags, but if you absolutely must traffic it as a custom creative, you need to manually insert macros.
Here’s an example of how they should be inserted:

If a Flash or image creative isn't tracking clicks, the clicks may be filtered out from reports as invalid activity. Test the creative again from a computer that isn't associated with an IP address that's signed into DFP before.
