The Google Admin console displays the number of users created for your domain.

If creating more users would carry you past the limit for your domain, you need to request more user accounts. If you've reached your limit, you'll see an alert on the Dashboard and Organization and users tabs of your Admin console.

To request more user accounts please contact the Enteprise Support team. 

1. Sign in to the Google Admin console. 
2. Click the Support tab to find a number of options on how to contact Enterprise Support.
